| The information system project construction is related with various fields and has the feature of huge investment, long cycle, high risk and high technology content. Many enterprisers (including the government department) lack control to the projects due to the lack of IT talents, which results in the serious inconsistent of the information between owner and undertaking sides. Therefore, it is hard to guarantee the effectiveness, safety and the reliability of projects.Under such a situation comes up the Information System Project Supervision (ISPS), which has a strong vitality but not mature enough, so many problems are to be settled.This thesis is to study the software design of ISPS. The emphasis is on the key technology of progress and investment control.It proposes an assessment project suited to the investment strategy of information system project and designs a quick method to calculate the Internal Rate of Return by adopting the way of scanning and dichotomy which can improve the calculating speed and accuracy, release the burden of staff, improve the method of calculating the Dynamic Investment Pay-Back Period and decrease the computation.It studies the optimization method of time-cost and duration based on Project Evaluation and Review Technique (PERT), and suggests a method to assess the risk of project period. It also proposes a method of calculating the time-cost control by combining the technology of PERT and EVM, as well as the dynamic revision technology of progress project considering the progress delay in practical process.According to the requirement of the dynamic supervision, the adoption of Work Breakdown Structure (WBS) as the information vector of task is suggested. Had designed a software prototype for the ISPS, the good trial effect indicate that the method proposed in this thesis is effective. |
