| Begin with the broadcasting of "Nanjing Zero Distance", great attention was paid to People's Livelihood TV News Program by both TV industry and academy. It focuses on the common people; represents their lives from the view of civilian. Taking people as foundation, reflecting their livelihood and expressing their opinion.This essay points out that the appearance of People's Livelihood TV News Program, has close relationship with current transformation period of China Society. The conflict in this period is the object of People's Livelihood TV News Program, and it needs properly public opinion guidance by media. Television studies, broadcasting and sociology science and related research method used in this essay. The related theories including: social transformation theory and social responsibility theory.This paper holds that in order to do better on public opinion direction by using People's Livelihood TV Program, we must have correct understanding of the characteristics of transition society. We should properly reflect current social situation, not overdraw the conflict and issues appeared in this transformation period. The researcher choose three influential TV news programs (including People's Livelihood TV News Program) in Nanjing as object, analyzing these programs by concrete cases. The essay point out that there are many problems with People's Livelihood TV News Program at present, such as homogeneous competition, vulgar, subjective and partial, proportion of negative news is too high and so on. The reason is complex: people's bias, pursuing sensationalism, the temptation of market interest, journalist and director can't keep up with the step of the development of the society and the changing of social moral values.
