Ziyang, The Party And Government Network Planning, Design And Implementation

Since 90s 20th century, e-government has been developing fast in China. Currently, the establishment of e-government of the whole country has come to a new stage. However, during the process, new problems occurred, such as the separate status, the reduplicate work and the insufficient communication. The problems make it hard to integrate the resources and moreover, the establishment of e-government in some areas has already entered mistaken field. According to the current status, the article proposes a new theory called e-official business to solve these problems and to guide the establishment of e-government. The main contents are:1. Through detailed study of the evolution and the present status of e-government in China and foreign countries, raise questions according to the establishment status of China currently.2. Concluding the experiences of e-government of both China and foreign countries, integrated with Chinese realities, propose the new theory of e-official business to solve these problems and to guide the e-government establishment3. Elaborate the meaning of e-official business and its theoretical system. The scheme is integrated by research of different factors including the content of e-official business, the regime, the organization structures, etc. The success of Party and government networks of Ziyang City in Sichuan Province proved the guiding significance of the e-official business theory for e-government.4. E-official business contains two major part, e-government and e-Party. Our national condition is the people's democratic dictatorship under the Communist Party of China. The condition determines that e-Party should be emphasized instead of being the minor part of e-government. The only way to solve the problems is to draw the theory of e-Party into the establishment of e-government. Our research subject has inherited from the past and covered the shortage of the previous work and has important significance to information construct of China.In practice, being part of e-government with Chinese characteristics, e-official business better conforms national condition. Once the theory put into practice, many problems of current e-government will be solved. That is to say, the significance in practice of e-official business is self-evident.
