With the development of mobile phone platform and wireless communication, the Chinese wireless market is changing from the single mode of voice service to various value-added services. Because of the fast development of wireless service, the number of contents and service forms has been raising rapidly, therefore, the traditional applications, such as WAP, cannot integrate those massive and isomeric contents any more,which fails to provide our users with better using experience.Based on the research and analysis on the development of the present wireless market, we believe that On Device Portal is the new services pattern which can solve the above questions. The thesis is dedicated to summarizing the common features of the general application programs of mobile phone in terms of content, expression, communication and local storage, based on which the development of ODP platform—unrelated to application—is carried out. In this way, this platform makes the application on different types of mobile phone possible so that the application programmers can focus on the services logic of the application, which reduces the difficulty and cost of developing and porting J2ME application. In the process of building the architecture of the platform, we decide to use a special architecture which integrates the advantages of the C/S and the B/S so as to improve the performance and expansibility of the platform.This thesis starts by analyzing the present international development and requirement of the ODP platform, and elaborating our ideas and technological tendency. Then, a detailed introduction will be given on the designment and implementation of the platform, with special elaboration of the designment and implementation of the client module, in which the author has taken part. The thesis goes on to discuss some test methods and applications on the platform. At last, the thesis ends with an evaluation of the projects and plans for further improvement.
