As for the delay of 3G license and the practice of new technology, the original forecasted numbers of 3G users and traffic model and some other issues have also changed. In order to meet the requirement of the plan, enhance the accuracy of parameters of the project and reduce the work of the late optimization of the project, a meticulous plan for the WCDMA network in Xichang city was drawn up by Sichuan Mobile.The implementation of the project was divided into 4 phases: data collection, simulation operation, simulation optimization and output. The first was to collect the basic data of the 2G network and revise the transmission model. The second phase included the work of constructing simulation environment, calculating path loss, generating traffic map, and simulation computing. The third phase was further divided into 2 steps, the first to regulate the parameters of the original plan which is based on the result of simulation analysis. If the regulation of parameters failed to achieve the object of the plan, a second time of optimization is needed, including the means of adding/reducing sites, relocating sites and increasing the carries to improve the simulation results. The last phase was to output the final site parameters, maps of system simulation, and KPI results analysis.Based on the actual network test, and combining Traffic GSM network distribution and 2G resources in Xichang, this project meticulously devised a plan for the WCDMA network in Xichang city. Construction strategy summarized from the project is practical and instructive, and is a strong guidance for the coming 3G construction and operation.
