Mobile communication has already experienced big transformation from the analog communications to the digital communication since 1980s it is large-scale invested in commercial. Along with the mobile communication rapid development, the traditional 2nd Generation communication system has not been able to meet people's request gradually because of the primary services of the voice and the low-speed data, but the emerging data and the multimedia service, such as Email, video transmission, document downloading and so on, will become the indispensable service composition in the mobile communication. At present, the 3G system had been invested in the oversea countries and Hong Kong commercially, the domestic 3G second stage test already finished. It's estimated that the 3G license will be provided in our country in 2006. Therefore, each large mobile communication operator is positively deploying the third generation mobile communication system for the arrival of the 3G time.The mainstream 3G standards have three kinds of service systems, namely cdma2000, WCDMA and TD - SCDMA. Among these, TD -SCDMA is proposed by our country, and has the independent intellectual property rights, thus it is been paid more attention by the government; cdma2000 proposed by America is compatible for narrowband CDMA network of nowaday ;while WCDMA proposed by Europe is designed for realizing compatibility with the GSM network and smoothly transiting from GSM to the 3G system. At present, the number of mobile communication users in our country has approached 300 millions, but the major part is the GSM network user. The mobile operators expect that 3G will realize the compatibility with the existing system and smooth transition for saving their investment. Therefore, WCDMA is the competitive candidate plan for our country.Study in the WCDMA system is a complex task and involves widespread domain.In this thesis, starting with the evolution of the third generation mobile communication system, several kind of mainstreams service systems, the background of the proposed project, the significance and origin of this topic, the work studied and completed by this article are introduced. Then, the WCDMA network topology and the technical characteristic are analyzed. The technical difficulties faced by the WCDMA radio network planning are explicated comparing with the GSM network planning. Next, the WCDMA radio network plan are studied and suggested from coverage and capacity two aspects. The link budget, transmission model and the system capacity computational method in use of design are provided. Finally, the WCDMA system radio network plan in Dalian Municipal is carried on, and the Monte-Carlo simulation is used to produce the simulation effect charts about the designed radio network. The work and result of the the study in this paper could be used in fact in Dalian Municipal,and could have a referentiall significance to other mobile communications companies.
