In China, with the working up of the telecom opening compeleted, the competition has grown more and more drastic. The management pattern has switched from the pattern that oriented equipments and networks to the one that orients customers. How to make use of the network resource fully, how to provide the customers with the better services, how to cut down the management working cost and how to improve the ability to rival with the world, has become much more important.Firstly, the thesis analyse the status quo and the trend of the TMN development. By researching the concept of Telecommunication Management Network (TMN),the layer structure,the function system,the information system,the physics system and the management function of the TMN, the theory of Network Management System which conformed to the standards of TMN has been founded. Secondly, the thesis introduce the concept of Central Network Management Center(OMC) in the CDMA Radio Access System,the topology Structure the NMC and the software structure based on the function system of TMN.Lastly, basing on the theory of TMN and the technology of the unified network management platform, the author analyzed and has developed a subsystem——System Information Observation Part. System Information Observation Part is a tool of facilitate system commissioning and fault analysis of Central Network Management Center(OMC) in the CDMA Radio Access System, mostly provide observation about the real-time running state of some software system(SPS,OSS,DBS,CES,OMA)for users. the user may use this module to observe the real-time running state of process through the interface in background, which have some characteristics like simple operation,nicety and trusty information,rich content. The thesis introduce design an implement about the frontground agent and background function of System Information Observation Part detailedly, and design an implement about the frontground agent of exception probe especially, optimize the background function of Running Information Observe Part, at the same time, analyse the excellence of optimization through test.At present, System Information Observation Part which is described in this thesis has been used commercially. But Telecommunication Management Network is a continuous developing process, along with the development of the Telecommunication, the development of the data service and the development of the network equipments, the thinking about the system will still improve to satisfy the request of the development, at the same time, System Information Observation Part as a tool of facilitate system commissioning and fault analysis, will improve to satisfy new request of the development incessantly.
