With the complication and the modernization of telecommunication industry, along with the technology developing and need of the market, in order to ensure the normal operation of the communication network and to improve the reliability, a higher requirement of network management level is asked for. It's particularly pressing to design and develope an efficient network management system.TMN established by the ITU is widely admitted and applied among the management technology of network recently. Omc is based on this network architecture, in order to obtain various types of operating systems, operating systems communications equipment and communications between the interconnection. According to the technical specifications TMN network element intermediary subsystem EMF (Element Mediator Function) lies in the communication network management system server and network communications, and is responsible for communications network management system and the management of the communications network between various communications equipment and fitness allocation of work. Network Element Management System for the intermediary subsystems and the corresponding interactive communications network equipment will provide a unified interface to the operation of the various modules of the public network elements in order to operate together, this will make the information more conciser and More interactive, efficient, NMS makes the other modules are more focused on the application of EC business development.On the basis of the project of CDMA 2000 network management system in ZTE with careful TMN standard analysis, a 3G network performance management system is brought up. The thesis discusses the performance management of the third generation mobile communication network management, it also studies the function, reliability and safety design of the 3G network performance management system under the TMN framework, on another side it clarifies the design and implementation of the collection, storage, processing, transmission, protection, task management, statistical analysis, congestion control and real-time monitoring module of the performance data. The 3G network performance management system designed in this paper has two notable advantages. Firstly, a way in 3G network of "data integration" and "frame route reproduction" technology is presented because of the large-scale 3G network, wide range of business, complex equipment and other factors. The system has enhanced the performance data integrity and system processing capability and saved storage space. The two technologies, which are great reference works for the construction of China's telecommunication network management, have applied for the patent. Secondly, the system is in an unified network management platform and make full use of software re-usage ideas. It can greatly improve the intelligence, scalability and maintainability of the network management. the system has high project application value.
