As the development of stealthy techniques, the application of absorbing materials is more popular than before. Reflectivity is an important parameter for evaluating absorbing materials. So finding a more useful way to evaluate the reflectivity of absorbing materials is very significant. Arch method is an important way for measuring it. It is used widely both home and abroad, This useful method can be easily applied, And the result of the measurement is relatively accurate. At present, this method (1~18GHz) is used both home and abroad. In this paper the arch method test system can be used in 18~40GHz, So the test of absorbing material in high frequency and broad frequency band is realized.The main research work of this paper is building the whole test system. The test system can be divided into the following problems.1.Design broad band sending/receiving ridged horn antenna and the corresponding double ridge wave-guide-coaxial transformer.2. Design the arch frame, test calibration kit and test samples.3. Build the whole arch test system in (18~40GHz).4. According to the change of incident angle and polarization, The reflectivity of absorbing material is measured in different frequencies and different incident angles. The errors of the system are analyzed and discussed.5. Improve the test precision and the test system by analyze the test result and the error of the test system.The whole test system is built on GJB 2038-94 and the main procession of the test is based on this standard.
