In the modern warfare, the ground military robot has already played the pivotal role. Command and control system is the important constituent of the ground military robot, is a bridge connect the commander and the robot.This article has carried on the system design to command and control system software of ground military robot, has carried on the effectiveness evaluation of the system. The primary work of this thesis includes: On the base of data fusion technology, object detection, object tracking, target recognition technology and assistant decision technology, we completed the following work: the system design to command and control system software of ground military robot; separately introduced and compared the method of object detection, object tracking, target recognition, presents a algorithm of detecting objects which combine background subtraction with time difference, presents a algorithm of the object tracking with improved wide range Block-matching, presents a method of the target attribute judgement with the improved Bayes data fusion; Produced the design proposal of digital map with MapInfo software as the platform; Studied assistant decision technology which based on the individual command and control Agent and has designed the decision-making flow; Finally, analysis and compared the effectiveness evaluation method of command and control system and used AHP method to evaluate the system, further studied group-AHP and produced the Objective evaluate result.The system design and the essential engineering research, has built the good foundation for detailed design of the ground military robot command control system software; effectiveness evaluation, has provided the scientific basis to appraisal and the improvement of the system design plan in the system triturating.
