Nowadays, the Reconnaissance-Robot has played an very important role in the modern war. The command and control system is an important part of the Reconnaissance-Robot. This system is the bridge of the Reconnaissance-Robot and the commander.This thesis studied the software of the command and control system. Based on internet communication, the encoding and decoding of DivX, computer remote-control, real-time image transmission of internet and single target tracking ground on the algorithm for block-matching , this thesis completed the jobs as below :the general design of the command and control system; the communication protocol between the robot and the console based TCP/IP protocol; the solution of real time video transmission according to characteristic of wireless network; the detailed method of collection, compression, transmission and decompression; the video saving and playing method , the program details and the algorithm for Block-matching which was optimized based the rule of minimized Mean Squared Error.The software developed in the language Microsoft Visual C++ 6.0 had simple operation, powerful and stable functions. The test results showed that this software reached the design requirement.
