Video Monitoring is one of the promising technologies now. It is widely used due to its excellent properties such as intuitionistic, convenient and vivid contend. However, at present the video monitoring system mainly includes analogy video monitoring system and digital video monitoring system base on PC cards. The disadvantages of the two systems were found in actual application such as the over-duplicated wiring, limited distance of transmission,high power consumption, attended operation and none of the openness. As the development of internet, image sensors and integrated circuit, the monitoring system steps into the age of the remote video monitoring device based on embedded system. Its excellent performance makes it have tremendous latent market and considerable economic profit.A remote video monitoring system based on embedded system was designed in this thesis. Its advantages lie in the transmittion of the video data on the Internet, unlimited distance, none of over-duplicated wiring and no interferences by other parts of the computer system. Therefore it is more stable and easy to fix and maintain. The collected video data is compressed by the Blackfin533 chip, and then it is sent to Internet. The users can browse the video through Internet on any location.The design of the monitoring system based on the Blackfin533 circuit, ARM microprocessor and embedded OS are introduced detailedly in this thesis. Further, this thesis focuses on discussing how to port Uboot and Linux, H.264 video coding, network communication program based on RTP/RTCP protocols. The result of the test is proved a practicability of this system.The characteristic of this thesis was associated with an innovative combination between the video process and the embedded system. The realization of this system is realized on the H.264 standards with the highest compression ratio, the RTP/RTCP protocol with the faster transmission speed, and the ARM9 board with the MMU unit being prevailed. The video data from this system is played more clearly and more fluent than other old systems on the client. The result of the great signality of practical engineering and a valuable reference for application of video communicator based on IP technology was provided.
