Internet settlement system (ISS), which ensures all kinds of daily settlement business carrying out smoothly and timely, is not only a platform of internet settlement data generating system, but also is the supporting system of comprehensive telecom routine business and management Under the monitoring of Information Management Ministry of P。 R。 China and Provincial Departments, every telecom operator does all their best to take the net work resource freely accessing into reality This means different customers can access the network recourse of various telecom service providers So internet settlement became a critical part of telecom supporting system, which is not only affecting the benefit of the telecom company, but also play a significant role in the competitiveness of Chinese telecom career 。 With the emerging of china telecom, china TieTong, china mobile, china Netcom, all the businesses involve the interacting of these companies mentioned above。 How to ensure the fairness of each operator and carry out routine settlement business became a vital issue。 So, today, all these monopolies need a robust, reliable, easy-working system to cope all the issues mentioned above。The author analyze the problems existed in China Unicom Internet Settlement System from different facets . All these conclusions dropped by author were based on the experiences of working in the China Unicom, and guided by a rigid mathematical methodology, Petri Network theory。 In this paper, author formally described the work flow of China Unicom Internet Settlement System guided by the Petri network, and provided an architecture, named ISS for short。 ISS is a flexible, self-contained, multi-actors interaction supporting system。 These features ensure the ISS could help China Unicom improve its work efficiency and correctly providing different analytical reports, further more, this architecture is provided with expansibility which guarantees China Unicom's many businesses could be expanded in the future, and the most import, ISS provides an opportunity to make China Unicom become the giant in the domestic telecom market competition。This paper could be divided into five parts。 Chapter one introduced the researching background information and objective。 Chapter two discussed the basic methodology, work flow theory, guiding ISS constructing。 Chapter three discussed the technical solution ofISS Chapter Four author compared the system which is operated for more than 2 years in China Unicom and ISS we proposed, and analyzed the merit of ISS Finally, we discussed the prospect of the future ISS, especially after the 3G emerging...
