Public resource is easy to find in our daily life. Public resource is a kind of resource that can be used by public or specific groups. Because of the uncertainty of the access of the resources, a series of problems occur. To the users, the public resources can be accessed in two methods: instant booking and reservation.Both of the two methods need a mechanism to assure the well-balanced operation. The mechanism realizes the following features: Reservations by the potential users; the broadcasting to the potential users; the management to the resources; the coordination to the happened or to-be-happened conflicts.
