The Yangtze River basin is very vast and has frequent rainstorms, so it is crucial to effectively reduce the flood loss. Because the characteristics of rainfall-runoff of this basin is very complex and there are many reservoirs on the main stream and tributaries, the flood control system of this basin becomes extremely complicated. At present, although the scheduling of reservoir alone can meet the needs of the local basin flood control, it can't meet the needs of the whole basin. In order to unite all the reservoirs which are in the middle-upper reaches of the Yangtze River for flood control operation, a Decision Support System (DSS) for multi-reservoir flood control operation based on theories of DSS, was developed in this paper.This system includes several subsystems, including top-level control, data manage- ment, flood control operation, system management and so on. Its functions involve many aspects, such as data entry and processing, model calculation, result display and so on. The system top-level control is the controlling module of the entire application, which defines the interfaces leading to each subsystem. Data management has three kinds of functions, including adding, deleting and querying. Flood control operation consists of optimal operation, operation simulation and risk analysis modules. System management is composed of system registration, password changing, administration of user's information and permissions setting. According to the process of software system design and development, the development process of this system is as follows:(1) Demand analysis. By analyzing the functional requirements, performance and troubleshooting requirements, the system's functions are determined. (2) System design. According to the design objectives and principles, the system's overall structure is confirmed. The system has three layers, including the support, application and interactive layers. On this basis, the detailed design of the system is implemented. (3) Database design. According to the principles of database design, the concept-structure design, logic-structure design and physics-structure design are implemented using SQL Server 2005 DBMS and New Orleans method. That is, the design is respectively from E-R diagram, relational schema and creating table. The database has strong versatility and scalability. (4) The system's development is based on the object-oriented method.By using this system to manage the flood control operation for the eleven controlling reservoirs which are on the middle-upper reaches of the Yangtze River, the results show that the system works very well. This system can provide information support for multi-reservoir flood control operation, and is a scientific basis for the basin's flood control and management.
