With the rapid development of Telecommunication industry in the recent years 3G'time will be coming. The scale of 3G' network will be enlarged, which brings varieskinds of equipments. 3G' will take us complicated services in the future. All of thesewill give us a difficult task to develop a 3G telecommunication network managementsystem. So, it is significant to research how to develop efficient network managementsoftware to satisfy the needs of the 3G network.The "3G WCDMA Telecommunication Network Management Software" is oneof the commercial items of Technology Center Shanghai Institute of ZTE Corporation.In this subject, my primary task is to study and research the standards of TMN(Telecommunications Management Network), and to analyze requirements of"Performance Management Sub-system" in details. At the same time, I designed theframework and implement approach for the Performance Management Sub-system.Performance Management Sub System can be divided into 3 function parts:WSF(Workstation Function), OSF(Operation System Function) and EMF( ElementMediator Function). With the view of logic inside, it makes up with 6 function modules.In the develop process, I took full use of the advanced system strut of J2EE, withgood experience and design patterns of J2EE. Besides, I research the approach of dataaccess technology in deep and design an effective solution for the sub system. By usingthe XML technical to configure the parameters, the sub-system becomes moreextensible, more independent. Finally, the Performance Management Sub-system hashigh working efficiency, nice dependency and credibility. It becomes a important part ofNetwork Management System in the test filed of WCDMA.
