From the national and community relations perspective, this paper attempts to clarify analysis four problems, such as what influences have the Danish press ethics codes being affected, how does the Danish press council work well, how have Danish journalists achieved self-discipline of the press, and how to analyze and understand the Danish press ethics cases in recent years? The main study methods of the thesis involved the theories and methods of ethics and new institutional economics.As one of the most free countries in the world which have the highest degree of freedom of the press, Denmark has an open and transparent democracy, free and tolerant social environment, and good communications infrastructure, and the flourish news media which can do full reports on international and domestic things.In the process of the press self-regulatory system construction and development in Denmark, the journalistic code of ethics have been build up step by step. Since January 1992, the Danish press has replaced the tradition of self-regulation with a law adjustment. A specific demand about "sound press ethics" in article 34 in the Media Liability Act, accepted by a large majority in the parliament, is now a part of the Danish legislation. A public council, the Press Council (Pressen(?)vnet), has beencreated in order to supervise the ethics.The biggest benefit of the self-restraint system is to provide a flexible low-cost way of the replacement of the court trial and the complaint for the public. In the view of New Demonstration of Western Separation of Powers, justice is the bottom line of social justice, but it is a negative behaviors. Therefore, the press ethical codes are between formal and informal rules, and they can safeguard the freedom of the press and prevent the violations of personal interests. So they are the buffer and breakwaters of the society."Sound press ethics" in Denmark have indeed protected the Danish citizen's personal rights. Meanwhile, through the participation in the establishment of press council, Danish government can not only achieve the purpose of conducting the press behaviors, but also can avoid direct conflicts with media and journalists.It is an indispensable component that attaching importance and strengthening career self-regulating training to journalists and students of journalism. Making media practitioners take the initiative to restrain their professional conduct, which are based on internal beliefs and values.Press ethics codes and the moral standards are on the changes in the social environment and then to make amendments. People have taken draft from all angles for various considerations. From the utilitarian point of view, the press ethics must be combined with social responsibility andthe public interest. Once the journalism deviated from the "public trustee" role, they are bound to trigger the audience's challenge or rebound.The most important issue in 2005 was the cartoon controversy, which led to a storm of protests in Muslim countries over the portrayal of the prophet Mohammed. Through a detailed review with these ethics cases in Denmark, the analysis explained how ethics should be a distinction between freedom of expression and abuse of the freedom of the press boundaries, and how to coordinate the various religious and ethical taboos clash of civilizations, and to minimize the contradictions and crisis among media, the community, and individual. And then it will bring stability and development in the positive impact.
