Comparison On Journalistic Codes Of Ethics Between China And Japan Since The 21century

The press ethics codes are the basis of the self-discipline of the mass media,and also the standard of the self-restraint of journalists. Through the study of journalistic codes of ethics, we can understand the news moral level in a certain period of time and find out the shortcomings in time.Chinese and Japanese journalism were almost started at the same time.Both of them were produced in the case of domestic trouble and foreign invasion,and experienced a long period of social turmoil and twist and turns.Japanese early stage of press ethics was destroyed in the bud as a result of the war.The system of journalism ethics codes were not established until the Second World War.By the way,China has also experienced a long period of social unrest.The “left” lines of the party and cultural revolution has resulted of the blank in the past few decades.The press ethics codes was appeared until the news industry market oriented.In the one hand, Japan has modified the ethics norms in the 21 century to adapt to the development of times. In the other hand,China is facing new situation, new problems, and developing the new ethical standards constantly to improve the system of news and self discipline.The press ethics codes of China and Japan are composed of three parts.That is the principle of moral character,the principle of responsibility and the rule of responsibility.Journalists are working under these rules and guidance.Some of the press ethics rules are decided by the process of the journalism,some of them are decided by the embodiment of social value concept.Therefore,the same and differences between Chinese press ethics codes and Japanese are reflect the differences between journalism development generality and social values.The journalistic ethics codes are combination of social experiences and moral values.If the press ethical standards to be implemented,we need to take the necessary measures.Chinese and Japanese press ethics codes in the implementation process are influenced by three parts.That is the organization,the power of administration and the situation of the mass media.Compared with the Japanese press ethics organization’s self-discipline,China still has some problems in enforcement mechanism,the week strength in supervision and the chaotic management.In order to improve the journalism ethics codes standard in implementation mechanism and the content of the text,the author put forward suggestions on the construction of journalistic ethics in China.We should combine the practice of journalism in China with the experience of the construction of Japanese journalism ethics.On the one hand,the content of press ethics codes should weaken the partisan words and enhance the professional words.What’s more,the content should strengthen the respect for human rights.On the other hand, the text structure can be changed to guide journalists’ behavior.The purpose of this paper is to deepen the understanding of Japanesepress ethics norms and to provide references for the construction of journalistic ethics in China.
