With the rapid development of network technology, Internet has been applied to every aspects of our everyday life and has become the center for the exhibition and exchange of all kinds of information. The development in technology and increase in demands of Web use drive the Web technology into two tremendous leaps, one is from static to dynamic, while the other from HTML to XML. From an analysis of the background, the present author maintains that proper organization and publication of information on the Internet is of compelling importance to the Web researchers and the users alike.This paper is intended to probe into how to realize the publication of dynamic Web information with XML and .NET. Following a theoretical research into such technologies as XML, XSL and some other related technologies is an analysis of the developing platform of dynamic Web, the .NET framework, ASP.NET programming technology, and the application of XML in the dynamic Web publication, all of which combined form the theoretical base of the present paper. In the last part of the paper, a teaching resources management system is developed with the technologies as mentioned above. XML technology is adopted in data description and storage. XSL is used for data transference which has realized the division of data application and the data itself. The .NET framework by Microsoft is used as the developing platform in combination of ADO.NET data access system and SQL Server database development technology. A teaching resources management system is thus realized which is comprised by a telescopic data accessing system capable of manage, organize and share teaching resources with flexibility.
