Investigation On The Experimental Work Of The Publication Bidding Of Primary And Secondary Teaching Materials

Publication bidding of primary and secondary teaching materials is not only the starting point of the reform on materials'publication and distribution system,but also the basis and the template of a series of major reforms, such as educational system reform and cultural system reform.It is also related to each student, parent and family. Its range is wide and its situation is complex.Publication bidding work of primary and secondary teaching materials, which was scheduled to roll out in 2008, met an emergency stop after two rounds of experiments. This manifests that this bidding job is a difficulty to the relavant management sector. Publication bidding of primary and secondary teaching materials needs to studied seriously and the experience needs to be summed up, improved and standardized. Therefore,the author of this article chooses to study publication bidding of primary and secondary teaching materials.The author, through combining the development history of teaching materials and by adopting the public goods theory and quasi-public goods theory as the theoretical basis for policy adjustment, tries to analyze the product attributes of primary and secondary teaching materials. While combing the bidding process of the experimental work and sorting out its problems, the author has studied the relevant laws and regulations and compared the supply modes of primary and secondary materials at different countries. On this basis, the author puts forward certain suggestions to deal with the existing problems,hoping to improve the policy and provide valuable insights into the next round of experimental work.According to the author, primary and secondary teaching material is a quasi-public product,it has its own particularity and it also has copyright,therefore, we should take these characteristics into account when we design the bidding policy and treat it differently from ordinary goods. The existing experimental bidding work has the following issues: violation of the "copyright" law; regional monopoly of bidding resulted from lack of oversight mechanisms; huge bills for the cost of inputs and less obvious results;excessive price competition weakening the sustainable development of the material publishing unit. Based on these problems, the author raises the specific measures as follows:First of all, we need to clarify the attributes of the teaching materials ,classify it into the scope of the national public policy and management and create a macro environment.We need to, from a legal level, administrative level and the level of economic management system, systematically and intergratedly design and construct the system environment.We also need to increase national put on compulsory education and implement the free supply of the teaching materials across the country as soon as possible.Secondly, we should merge the bidding of free and non-free teaching material. As to the free teaching material,the state first purchases the copyright and then operate in accordance with the relevant laws and regulations. As to the present non-free teaching material,we should strictly implement the quasi-price system.Those governments and units that do not implement the price regulated by the government should be punished according to law.Third, we need to establish a standardized, orderly and reunified supervision and management system. The first is to establish and improve the public bidding laws and regulations. Seen from the short term, we may amend or supplement the existing law,amend in due course "Tendering" and publish "Tendering the implementation of the Ordinance" as soon as possible. Seen from the long run, the author proposes to introduce a unified "Anti-commercial bribery law," to fight against the commercial bribery effectively. The second is to establish a unified and effective government supervision and management system and set up a unified national bidding managemen under the direct leadership of State Council. The third is to make full use of the role of the publishing industry association,avoiding vicious competition in the bidding work.Finally, we need to innovate the bidding means of teaching materials in primary and secondary schools, actively develop online bidding system,increase its openness and transparency , promote competition and reduce corruption and bribery.
