Intelligent Transportation System (ITS) is the front of the present international road traffic and development in science and technology for transportation. As an important component of ITS, Vehicle Monitoring System is hot spot. The vehicle monitoring system based on GPS/GPRS is one that adopts GPS as vehicle positioning means and GPRS as wireless data transmission means.In this paper the relevant technologies of the vehicle monitoring system has been studied. The whole architecture of the GPS-GPRS vehicle monitoring system is designed. The system is comprised of four components which are studied respectively. Then the key technologies of the GPS-GPRS Vehicle Monitoring System are studied. A proper data communication mode is designed to fit the communicate characteristics between GPRS and Internet. This data communication mode changes the situation that the traditional data communication mode can not work in GPRS. With the hardware of the terminal in vehicle, a reconfigurable protocol is designed, which makes it possible to reconfigure the terminal without man on the spot. It resolves the problem of configuration and debugging the long-distance devices in a large range. At last, according to the actual requirement, the database of the Vehicle Monitoring System is designed and realized on SQL Server 2000. The software of Data Service Center is designed and realized by .NET technology. It obtains good effect when been used.
