With real-time vehicle monitoring and scheduling as the purpose, this article studies the method to design and develop the vehicles monitoring and scheduling center system based on the GPS, GIS, GPRS technology. The design and development of this system make use of VC++ 6.0, ESRI Map Objects control, and Microsoft Access database to manage different kinds of information.The vehicles monitoring and scheduling center system discussed here in this paper combines the use of global satellite positioning (GPS) technology, geographic information systems (GIS) technology and modern mobile communication (GPRS)technology into one the high-tech system, which can realize all-weather satellite-positioning, electronic map display, real-time monitoring of vehicles and other functions. The software system mainly uses GPS navigation and positioning technology, and achieves real-time vehicle monitoring, alarm management, playback track, and other functions in the GIS platform by sending data packages to the monitoring center through GPRS and Internet communications networks. Because the vehicle monitoring system adopts GPRS as wireless data transmission means, the mobile terminals have full access to the Internet and are able to overcome the shortcoming that the SMS can transmit text data but can not transmit multimedia data.This paper mainly focuses on the following aspects:(1) This paper has constructed the frame of the vehicle monitoring center software.(2) In the communication technologies of the monitoring and scheduling center and the vehicle GPS terminals, this system has applied the wireless Internet technology into use, discusses two means of data exchange of short message and network communications, and realizes the fusion of both means during the design: either both means are used at the same time or only one of them is used, which greatly improves the flexibility of the system.(3) This system has realized the integration of electronic map by embodying SHP map into the application program developed from VC and the loading of the animate layer on which the target vehicle are established by using the characteristic of quick refresh of the animate layer.(4) This system completes the extraction of the positioning data as well as real-time display of the vehicles, and can carry out the task of vehicle scheduling by using internal command or short message through the GPRS wireless network.(5) This system has achieved the vehicle data management and trace playback function by the GPS monitoring centre software system through database operation.This paper has provided the software design frame, various functional modules and the method of the vehicles monitoring and scheduling center system. It presents the basic design idea of the software, and primarily realizes the development of the vehicle GPS monitoring and scheduling center system.
