For the development of the Second Highway Engineering Bureau's equipment Management information system(G-LQEMIS) , too much incertitude is found in developing and actualizing the MIS item. When some thing was left in the basket, any suddenness may happen, and that would be made the item accomplished unsuccessful. So, the risk management can reduce the incertitude of the MIS item. The risk factors may be identified, analyzed and evaluated, supervised, controlled. This paper discussed the risk-evaluated problem of G-LQEMIS.The work of this paper are: ①For researching so many papers and combining the item of G-LQEMIS, evaluated and controlled the risk is presented. ②Abstracted nine important factors of MIS item, these are: Risk in the process of development, risk of capability in item group, risk in achieving the function of the system, risk of organization, risk of using, risk of facility sustaining, risk of quality management, risk of resource, risk of users. ③Reviewed and summed up some important approaches of the MIS item. ④Collected the useful data by questionnaire investigated and track investigated. ⑤Use some methods to analysis the collected data, catch the main risk factors and present the evaded measures of the main risk factors.
