Information security is an inevitable problem during the construction of the information society. Computer technology and Internet is used more and more widely in the modern information society environment, especially, with the application of E-Commerce and E-Government, so this problem is becoming more urgently.People need to offer users the identity and authority informations in the network applications, so as to ensure the security of the interaction. The cost, the availability and the interaction of information security have become the bottleneck of information security solution. XMLEngine emerges in this situation .It is a platform, constructed in the frame of XML, J2EE and based on the RBAC and PKI .It combines the security technology with the middleware technology, separates the security module from the application software and become common usage security platform, thus improve the reusable and extension of the platform, decrease the difficulty of devlopment, so as to ensure the system's trustable and safety.Web Services is a middleware technology, based on XML and relevant technology, which can support the services-based on loosecompling procedure call to users on Internet. XML, regards as a carrier of information expressing & transmission, can be used to access a series of operation described by Web Services. XMLEngine (XML-based Security Gateway) is designed to give the security and effective guarantee to the Web-service with XML. In the dissertation, the system of XMLEngine which involved in XML andSOAP criterion, encrypt theory and XML security standard of W3C, PKI background were introduced simplely, and also, a feasible XML Engine model was brought forward on this basis, and this model was carried out on LINUX platform, The article list some testing data of core module, including function testing and capability testing.at last.
