Recently, with the rapid development of Internet, it turns E-government affairs into reality. But the opening and sharing of network bring about the severe threat of network security. How to assure the security of E-documents download and grass roots' data upload? It's an important problem in E-government affairs. So the key technology of E-government affairs is the technique on information security.On the base of analyzing traditional RSA algorithm, we improve on a RSA scheme with small public key. Then to combine the RSA digital signature algorithm, we design an undeniable RSA encryption protocol with small public key for both sides. In the protocol, sender has to sign the encrypted message by one time. Server will give messages to any limited receivers safely. Meanwhile, the protocol has the attributes of non-repudiation for both sender and receivers, which is suit to the system on E-documents download and grass roots' data upload in E-government affairs. In the paper, this protocol come true and he prototype of E-government affair system is implemented by the very popular JSP technology.
