In the traditional education pattern, it is controllable and easy for thestudent learning behavior collection and learning quality evaluation. But in the network-based education pattern, the student and teacher's behavior have a very big change, compared with the traditional education environment, so the learning behavior collection and learning quality evaluation in the network-based education become a difficult problem. In face of this problem, the network instruction management system must be able to track all kind of behaviors from the students, the teachers, and other people, and further carry on statistics, inquiry, analysis and quality evaluation, including the teaching behavior collection and the analysis, the study quality evaluation, the teacher quality evaluation, the curriculum quality evaluation and graduate's quality evaluation and so on. Through theses evaluation actions, the instruction management system can carries on the instruction for the learning behavior, further chooses the appropriate learning content for the learners, making personalized learning program for them. At the same time, it can give the guidance comments to teachers for the teaching course content organization, the teaching process. On the other hand, through the graduate's track investigation feedback opinions from the society, the e-learning system can consummate the raise patterns gradually, revise instruction plan, and further improve the teaching quality, finally obtaining social approval and forming the benign interaction.This thesis takes the modern education theory, the cognition psychology, the behavioral science as the theory basic, and analyzes some drawbacks in distance learning system, especially collection and evaluation of learning behavior. Based on Chinese E-Learning Technology Standards - CELTS standard, this thesis proposes the key method of the learner behavior collection analysis and the learning quality evaluation in E-Learning environment. And then this thesis proposes a novel model of learning behavior collection analysis and the learning quality evaluation, including the diagnosis evaluation model, the formation evaluation model and the summary evaluation model.
