Since 1998, the Ministry of Education formally approved Zhejiang University and other colleges and in four became the first pilot batch of modern distance education institutions, the modern distance education has been "leapfrog" development and made unprecedented achievements. It is for all learners to provide equal learning opportunities for higher education which is no longer the rights of the minority, but the basic conditions for individual survival. Educational resources, educational objects and the breadth of educational space also for the public to provide the possibility of lifelong learning.But at the same time, distance education is decided by the characteristics of distance learning to self-study. Learners'learning time is separated from teachers and classmates. Learners have not classroom. And it is no classroom atmosphere. Learners will inevitably face learning problem such as" how to overcome the learning process of loneliness?", "how to establish long-term confidence in learning?", " how to grasp the distance learning skills?"," how to improve the efficiency of learning?"," how to treat the homework and exam?"E-Learning Portfolio (ELP) can record the students'growth process of the network tools with the development and popularization of information technology. It is increasingly widely used in the field of education, research and application. It can record the learners to complete development process, including personal resume, electronic work, learning process record, reflective learning, evaluation and so on. It is found that using e-portfolio evaluation, learners can feel the progress, the study confidence through constant reflection, review the work skills, improve efficiency and obtain development. Therefore, it had the very realistic significance design through developing a suitable to solve the problem of E-Learning Portfolio.The first and second part of paper summarized electronics file suitable for the characteristics of distance learning through the understanding of domestic and foreign portfolio development, the existing ELP analysis, and research. The third part through clear education target, determine the use of object, analysis system development requirements, functional design, content organization and other steps to improve distance ELP development theory. The fourth part explains how to choose and use the suitable developing tools and techniques to the erection of E-portfolio based configuration platform. The fifth part introduce the specific design and development, from a database, to the page, and then to the page code interface. The first simple design, through the use of feedback to continually improve the spiral development of various functional modules to explain one by one. The sixth part is to design good ELP in teaching application of. The seventh part for the whole design work on the summary, problem analysis put forward the idea of research.
