Jinan, Land Tax Records Management System To Achieve

Currently, the electronic governmental construction has been listed as a key aspect in the national information system development and archives management is one of the major topics in the electronic governmental construction. Being extremely important and special, the informatization of archives management is facing many difficulties and challenges, although it has a great chance to develop. The current archives management system, which is mostly a single computer based, has the defect of poor security, shortage of coordination of the organizations of different levels, inability to develop a unified keyword system for the categorizing of files, different data format, high cost for system update and training, and poor combination between the archives management system and the practical work. Therefore it can not meet the higher requirement in the new ages. To solve the above mentioned problems, the Jinan Local Taxation Bureau organized the development of a new B/S archives management system based on J2EE module, which is also one of the focuses of this study.Being a member of the LTIIP group, the author studies the archives management system and involved in the development and practice of the software.The following is what the author has done in the study and her contributions.1. Established the mechanism of archives management system, and carried out the standardized file management. It is extremely harmful when the standards for archives management are neglected and refused. Some high level governmental departments have been using empirical management of the file without any change in several decades. As it is not universal, it is hard for more people to use the system more efficiently, and it has been proved that this management method is out of date and will be abandoned. Administration of standard archives management will benefit the long-term maintenance of the archives management system. The author believes that standardization is a basic guarantee for the healthy development of the informatization of the archives management system.2. Constructed the information model using the methods for database designing. In the process of the database of a system, the author constructed the database according to the four steps in database designing, the demand of the practice and the 3NF designing principles. The author has also constructed a large amount of views in the basic figure forms, which has greatly reduced the redundance, improved the performance of the database and enhanced the security of the system.3. Designed the frames of the file management system using modern toolsON the basis of a full understanding of the clients' demand, the author made the hoi istic design of the system, put forward the frames of the system operation and laid the basis for the coding of the system.4. Realized the multiple functions of the archives management system using multiple techniques.The demands of users were carried out in accordance wi th the professional flow of work and the flow chart summarized based on the user' s demand. The distribution of authority of users was achieved, the security of the system was enhanced, and such functions as lot input, revision and cancellation on the user' s base were realized.5. Analysis of demand and supply by adopting the method meeting the requirement of the software engineering principles.
