With the rapid development of information technology and economic globalization, enterprise information of small and medium manufacturing enterprise in China becomes the most important way to improve enterprise management competition. As "the third profit source", logistics engineer is a leading factor in resource scheme optimization and cost optimization of enterprise. So, it is an important research field of enterprise information to design and implement a logistics management system which is fit for domestic small and medium manufacturing enterprise by utilizing information technology, combining advanced logistics management thought.This paper puts forward a modeling scheme for logistics management system based on record driven. The scheme focuses on all kinds of records in enterprise and drives material flow by these records, it has significant guide for enterprise logistics management and the system development process. Then according to the characteristics and status quo about logistics business in domestic small and medium manufacturing enterprise, the paper abstracts the universal system requirements and exposes the system design for such enterprise. It mainly discusses the architecture, function design and database design in system, as well as the total solution scheme for the system based on record driven. The paper emphasizes the concrete method in the PowerBuilder to implement three key functions in the system. Firstly, the linear-weight three phases model is applied in the process of supplier selection and evaluation. Secondly, the batch control actualized in the procedure of logistics business gives a solution to the obverse material and reverse quality trace problems for enterprise. Thirdly, the system proposed the optimization for delivery of cargo from storage, the application of multi-level priority rule helps user intelligent control consignment by automatic selection of material batch. After that the paper also makes a deep analysis and research on security and optimization of this system, which should not be neglected in system development.Finally, the paper sums up the whole research work and discusses how to improve the system in the future.
