Customer demand diversity and dynamic trend of the change, which have made the complexity of the logistics business is growing, more and more enterprises begin to outsource part or all of logistics business, the growth of logistics outsourcing has promoted the professional development of third-party logistics industry. At the same time, the competition between the logistics industry is very cruel, the difficulty of the management of the enterprise is increasing continuously. According to the investigation, most medium and small-sized third-party logistics industries are still using traditional management way of manual work, the way has many defects, such as relatively low efficiency, lack of data sharing or poor sharing and so on. Logistics company urgent need to adopt scientific management way-implement a logistics management information system, from customer service, business process to the logistics informatization in the whole process of the decision. It can provide logistics managers and other organization managers with strategic, tactical and operational decision support, in order to achieve the optimal organizational strategy, improve the benefit and efficiency of logistics operationthe current development situation of third-party logistics at home and abroad has been first introduced, the basic theorier are involved in the management of third-party logistics such as logistics management, third-party logistics management, third-party logistics management information system and other related logistics technologies were elaborated. According to medium and small-sized third-party logistics industry on the characteristics of the driver management, researching the driver’s characteristics evaluation model, defining the parameters, presenting the fuzzy comprehensive evaluation algorithm, it can provide theoretical basis and the evaluation method for the driver selection, training and management of the third-party logistics industry.On the basis of in-depth research of medium and small-sized third party logistics industry,analysising the user needs and business process, completing the system’s overall architecture design、concept design、function design and database design. The system is based on B/S structure of the seven-layer architecture mode. it can make the system more versatile and flexible, as well as enhangcing scalability and maintainability. System function include order management, scheduling and distribution, transportation management, financial settlement, statistical analysis and other modules. System take rapid prototyping development mode, has completed programming for medium and small-sized third-party logistics management system implementation by ASP.NET and Microsoft SQL Server. The system has been implemented in a logistics company, the running results show that it can improve the third-party logistics industry service ability, improve logistics customer satisfaction, promote the benign development of the third-party logistics industry.
