This paper trys to design and realize a tool which has integrated and abundant functions to meet requires.With reference of interrelated literatures, this research bring forward the integrated functions which the assistant tool should involved, and divide the soft-ware to 7 parts, comprise the part of illumination of FEDEP and VV&A, the part of the context help system, the part of the design and management of files, the part of evaluation and display of credibility, the part of configuration of basic information of system, and the part of computer supported cooperative work. The division of soft-ware makes the development modularize, and make modules can be reused easily.Through the analysis of needs, the design of modules, Programming to realize, and tests of function, the assistant tool of development and vv&a of federation is successfully completed. The tests prove that the tool has well organized structure, comprehensive functions and steadily reliable performance.
