Build Network Communication With The Spirit Of Citizenship

From the modern times, modernization has always been the core of china's political speech. Modernization should first be the modernization of human being, the so-called modernization of human being is not only the material modernization, but also the modernization of spirit. Viewing china's history, we will find that Chinese people lack the modern personality such as independent thinking, rational spirit of criticization and the attention toward public business. Therefore, the modern political reformers and the commonality intellectualists took the western citizens as the frame of reference and wanted to realize the dream of establishing a modern power through rebuilding our citizen's character; viewing from the reality of china, we will find that although the law prescribed the right of people being their own masters, the government also made much effort in order to enlarge various democratic rights of the public, the public are still short of active attitude of participating in public business due to the limitation of the actual system as well as the lieges nature following the traditional culture. This has become the block of the road to china's modernization. How to educate the public with modern consciousness becomes a big question in the society of today's China. Thus, this thesis tries to discuss the problem of constructing the public spirit from the view of network broadcast.Chapter one: the discourse background of public spirit construction. This chapter elaborates historical reasons of china citizen's missing spirit and the call of the social reality to the public spirit, thereby protrudes the significance of public spirit construction, and concludes that the reason of failure from the early experience of the development of Chinese citizen spirit: the semi-colony and semi-feudal society lacking of social bases and systematic guarantee could not produce the modern citizen only through the preach of elites. And moreover makes a conclusion that the citizen spirit can only be fostered through the drill of modren citizen practicing.Chapter two: citizen spirit and media public domain. The citizen spirit could not be fromed without a certain system enviorment and social condition, and the effort ofestablishing social political civilization of China and the unceasing social power of citizen offer a comparatively relaxing space for the fostering of citizen spirit. This chapter introduces the western concept "commonality domain". Commonality domain is the craddle of citizen spirit, and offers a ideal field for the realization of citizen status. After the appearance of mess media, media commonality domain becomes the main part of the construction of commonality domain, but under the double pressure of politics and commerce, the traditional mess media lost its commonality, and it looks embrassing concerning the public business discussion and decision-making along with the fostering of citizen spirit. The presence of network let people see the possiblity of establishing the ideal commonality domain.Chapter three: net brostcasting, commonality doman and citizen spirit construction. This chapter is the central part of the thesis, and can be divided into four layers. The first layer simply talks about the main formation style of net commonality domain. Layer two discusses the characters of network transmission and its advantages in the construction of commonality using comparative method. The third layer mainly tells us the positive function of net transimmsion in the realization of citizen's basic rights, eg.,the right of being informed, the right of transmission and the right of election, and the realization of these rights are also the process of citizen spirit fostering. The last layer talks about the public practicing in the network, and discusses the active function of network in the construction of citizen spirit from the perspective of positivism.
