As people using increasing varieties of recording and preserving instruments more conveniently, as well as the individuals and families records growing abundantly, they became more interesting in taking care of those records. When all citizens are aware of keeping their archives, it’ll lead a new tendency to save the social memory together in the whole society. Facing with this tendency, the American archival community first coined the term "Citizen Archivist" and then the NARA launched the "Citizen Archivist project". Basing on the analysis the background, status and impact of the NARA’s Citizen Archivist project, this paper present the concept of the "Citizen Archivist" and discuss the definitions, the characteristics and the role of the Citizen Archivist covered. Ultimately, this paper explore the model of the construction livelihood archives-the "Citizen Archivist model", benefited from the NARA’s Citizen Archivist project, based on the background of the Chinese construction livelihood archives.
