When the German scholar Jurgen Habermas's book "The structural transformation of public sphere" was published, the theory of "public sphere " gradually became an important study in the perspective of Western political science, sociology, philosophy and ideology. The public sphere is the basic condition for citizens to discuss public affairs freely to participate in political activities. It is beyond the means of political power. Construct and improve the public sphere has a deep positive significance to China's social progress and development. It contributes to the awareness of citizens' rights, also it can provide rich resources to facilitate the construction of a harmonious society in China. Therefore, it is very necessary and urgent to build and improve the public sphere of our country.However, in our country, the public sphere is often played by the traditional media because it can offer a platform to provide discourse, form the public opinion and guide the direction of public opinion. With the development of the technology and thoughts of people, we come to realize that traditional media can no longer be able to assume this important responsibility; on the contrary it will block the development of the public sphere. The emergence of citizen journalism is just made up for these deficiencies. Firstly, citizen journalism provides a broad interaction space for the constriction of public sphere; Secondly, it makes the public opinion with a relative independence; finally, it drives the public to care more about the public affairs and makes them rational. The public sphere is no longer an extension of government power, but also plays a role between the country and society as a relatively independent space. At the same time, it also brings some negative effects.Paper first makes a definition of the citizen journalism and the public sphere, combining with carding the emergence of the citizen journalism and the development process of our country's public sphere. Then the author poses the positive and negative impacts the citizen journalism brings to public sphere, and raises some views about how to develop and improve our public sphere. It will help us clearly understand the theory of the citizen journalism and its positive and negative effects by demonstrating and analyzing this paper. It will also help build a healthy public sphere, so that it will lay a good foundation of public opinion to our harmonious society.
