With the swift and violent development of national economy, the automatic management of the distribution network of power industry has been turned into urgent needed, in order to solve all sorts of problems existing at present in power management of the distribution network, it is imperative to strengthen the construction of the demand side management (DSM) system. Electric power demand side management is used as a support means to improve energy efficiency, use reasonableness and to optimize resource deployment. With increase of electricity use factor and change electricity use mode, DSM is paid more broad attention as it fulfill energy service at the same time it reduce electric use and demand to retrench energy and protect environment.Therefore Electric power demand side management receives much concern. Mobile GPRS(General Package Radio Service) platform can realize IP connection anywhere and end to end wireless transparent transmission.So that it can provide convenient solution for electric power system existing long-distance connection of intelligent terminal with host station. Just under above-mentioned backgrounds, this thesis puts forward a low cost scheme to set up DSM system. The content of this scheme includes mainly: utilize user side digital multi-functional electric energy meter as the key data source; make use of terminal station to finish the collection of the real-time data, and make use of GPRS network platform to guarantee the security of data transmission. This thesis has carried on overall exposition to the research and development of the whole DSM system in terms of software engineering. At first the requirement analysis to the system has been carried out. And the system's design plan has been put forward which includes host station administrative layer, communication network system layer and terminal station system layer. Then system structure of the software and security design are introduced here in addition.On this basis, this thesis regards collection, transmission, storing and using of the data as the thread, and the design and realization of every module of administrative system of host station, communication network system and controlling the platform ,etc.. have been explained in detail here. The electric power demand side management system this thesis introduces has already got good application in such provinces as Sichuan , Henan , Hunan ,etc.. A large number of data gathered had indicated this system is successful and practical.
