Because of the lowestimate for its demands at its construction, the existing charging & billing systemof Leshan Telecom now can not satisfy the needs of market competition, with thedisadvantages of bad time efficiency of charging, too long billing term, etc. Thispaper discusses technically rebuilding scheme of the charging & billing system ofLeshan Telecom. Its aim is to fulfill the functions such as real time charging, realtime/quasi-real time billing, improving its support for marketing. The technicallyrebuilding scheme includes new-built online data collecting subsystem and rebuiltcharging transaction subsystem & billing transaction subsystem. For new-builtonline data collecting subsystem, data collection can be turned from offline type toonline type so as to fulfill online real time data collection, reducing humaninterferences and improving time efficiency. For rebuilt charging transactionsubsystem & billing transaction subsystem, that can reduce charging transactionterm, disperse risk, improve the efficiency of data error dealing, and set flexiblebilling term for different client demands, improving its service level. Theimplementation of technically rebuilding scheme, provide a powerful technicalmeasures for the telecom operator to improve its service level, achievinganticipated effects.
