The wave of informationalization makes the quantity and capacity of database in science and technology management field more and more amazing. The decision makers engaged in science and technology, submerged in the data ocean of science and technology information, have difficulty in attaining the knowledge they want. Therefore, phenomenon of date-surplus and knowledge-deficiency arises and puzzles more and more decision makers. This paper analyzes the enormous data in the management field by means of data warehouse and OLAP, extracts the knowledge they want from it, forms the wisdom to solve the problems they face, and help them undertake projects, spread achievements, introduce and train talents.The task of this paper is to create a data warehouse based on the management data gathered by Jining City Science and Technology Management Bureau for a long time, and made a design according to OLAP. The key to create a data warehouse is to design storage scheme, i. e., to decide on the storage pattern of data. The aim of data warehouse' s storing data is to support complex inquiry and provide decision makers with basis. Storage pattern of data warehouse should be multidimensional because we meet all kinds of problems existing in complex inquiry and decision making. So decision makers can inquire data and analyze data from many sides to find a changing law of the data and draw a useful conclusion. The methods to form a multi-dimensional data model of science and technology information data warehouse are as follows: Firstly, study the basic theory of data warehouse. Then, inquire into all departments of Science and Technology Management Bureau and analyze the inquired results, put forward the demand for decision maker and revise it while discussing with related departments. Form a multi-dimensional data model based on the latest revised demand. Place the data in data warehouse according to the model. The second taskof this paper is to design the system by means of OLAP. Here is the method. Firstly, analyze and design the data cube according to OLAP. In this paper, MDX language suitable to analyze multi-dimensional data warehouse is used to analyze the data multi-dimensionally. Therefore, such data analysis operations from all sides as total, roll up, drill down, pivot, Statistic are achieved and the knowledge needed in decision making is attained.The main tasks to be completed in this paper are as follows: study basic theory of data warehouse. Form the multi-dimensional models of data warehouse. Design data cube. Achieve OLAP analysis. Form the data models. Design MDX multi-dimensional inquiry. Design and realize ADO MD data interface. Optimize system. Design system maintaining pattern and so on.Creation of this paper lies in multi-dimensional model design, DTS design, realization of MDX multi-dimensional inquiry, design of ADO MD interface and so on.
