Software development should have two courses: requirements analysis and system design. Traditionally software development use structural analysis and structural design technology. It constructs system around dealing with " course" of function , and the change of user' s needs is for the function mostly. So the software use this technological development is poor in stability, alterability and getting reusable. Methods based on data flows regard problem domain as some data flows and processes,and therefore the result of these methods are misunderstood and reassembled to some extent more or less, and can't be mapped to problem domain directly. We use data flow diagrams for requirements analysis,while we use Entity-Relationship approach to design databases. These two courses are separated in their nature. If we use object-oriented analysis method for requirements analysis,use object-oriented design to design databases and use object-oriented programming languages to program, we will achieve better results. And also we can transfer the object model into database structure smoothly.People have achieved unprecedented productions in the field of object-oriented technology. The Unified Modeling Language (UML) is one of the most important achievements. It fuses the concepts of Booch, OMT, and OOSE. The result is a single,common,and widely usable modeling language for users of these and other methods. In this paper we first introduce UML and one of its support environments—— Rational Rose. Then we study and conclude MIS analysis and design method using UML, on the basis of the application of object-oriented method to system analysis and design, and then give a detailed description of the steps. Because RDBMS is still the prevalent commercially-used software, so we analyze and study deeply the rules of mapping objects to relational databases systematically. At last we use this method in a real system——HENAN telecommunication Account system of charging.
