Nowadays, the network environment has gradually replaced the traditional information environment in which the printed document is the representative. It has been the dominant information environment. Under these circumstances, the applied mode is a very important part of information science. Carrying out the study of applied modes of information science under the network environment will produce significant influence on the theoretical and practical work of information science. In this paper, such study is conducted. Document investigation method, comparison method and scientific abstract method are used in this paper. Firstly, the construction of theoretical system of information science under the network environment is discussed. The author points out we should set up the general informatics from macro perspective and clearly definite the situation of information science in information sciences, from the middle perspective. The concept of information is considered as a key to solve the problem of definition. The author points out that the concept of information in the LIS is the blend of "IKI"(lnformation-knowledge-lntelligence). The study of information science should be carried out in the working field of information, knowledge and intelligence. The qualitative and quantitative study of information science should be strengthened from the micro perspective. That is to say, we should attach importance to the work of information analysis and measure of knowledge-unit. In next part, the application of traditional theories of information science under the network environment is discussed. The communication theoretical school, decision theoretical school, technology theoretical school and knowledge theoretical school are studied. And then the construction of digital library is used for an example. The role of technology, the personalized service and knowledge organizations in the construction are studied from the perspective of history of information science. The author believes that the STU norms which were put forward by Lu Taihong in 1980sstill have strong theoretical guiding importance to the information science research under the network environment. Employing the STU norms as the framework and researching on applied modes under such framework have momentous current significance. In subsequent parts, the S norm, T norm and U norm are studied respectively.The S norm study includes two parts: the first is the study of knowledge organization. The definition and characteristics of knowledge organization under the network environment are analyzed. It is pointed out that the essential of knowledge organization under the network environment is the dynamic revealing of knowledge factors and knowledge associations, in order to reach the order of knowledge, regardless of whichever form knowledge exists. According to the level and form of knowledge, the author divides knowledge into public knowledge, organization-owned knowledge, personal documental knowledge, collective tacit knowledge, personal tacit knowledge and common knowledge, and then studies organization methods of each type of knowledge under, the network environment. Secondly, webometrics and web impact factor are studied, the origin and development of webometrics are introduced. Web impact factor is the emphasis of study. The author confirms that the similarity between hypertext link and citation is the basis of the concept of web impact factor. The research advances of WIF are reviewed. The author points out several problems existing in the research of WIF: raw data collection, link motivation, linking behavior mode, link weight and comparison of different types of WIF. Then the solutions to the problems are suggested.The research on the T norm of information science under the network environment mainly uses the scientific communication under the network environment for an example.
