The Relative Issue Research On Evaluation System Of The Science And Technology Periodical And Impact Factor

With the world entering the information age, the level of information resource development has become the main measure indicator of a nation's comprehensive strength. Scientific and technical periodical as an important carrier of the dissemination of information technology is playing the bridge and link role in the scientific research achievement transformation and the technical information dissemination. However, due to the existing scientific and technical periodical evaluation indicators "excessive and chaos", makes scientific research groups and the scientific research achievement not obtain the fair appraisal, affect the technical enterprise health development.First ,this paper study the scientific and technical periodical profiles, including the concept of scientific and technical periodical, features and development, as well as the production and development of the scientific and technical periodical. And highlight the vital role and the problems that exist in the scientific and technical periodical in the development of the scientific and technical enterprise.Second, this paper has carried on the system analysis to the domestic and international important evaluation indicators of scientific and technical periodical, points out the commonly used evaluation indicators in the evaluation indicator system and analyze its disadvantages. Besides, several kinds of domestic and international not commonly used evaluation indicators discussed. Simultaneity, aiming at important academic quality appraisal of scientific and technical periodical-impact factor ,this paper has detailed researched into the effect ingredient and limitations of it. Simultaneously, proposes several kinds of revisional impact factors. periodical citation reports of Institute for Scientific Information ISI-JCR database, this paper has chosen six disciplines, the data of cited and insertion number of more than 100 journals for processing. And it calculates and compositor the number of the impact and revised impact factor ,as well as maps of the distribution curve. Then it has analyzed comparatively variational situations of the statistics of multiplicate impact factors in different disciplines.The research indicated that in American JCR ,the formula of two–year impact factor has its existence rationality ,but exaggerates unilaterally the impact factor is unscientific. The different development speed discipline periodical should have different have adopted scientific appraise method. Unreasonable place need to be revised.
