| Nowadays the goal striving for the construction of a well-off society not only sets a higher request to the News Supervision of Public Opinions (NSPO), but also needs to re-survey its social functions. The effective practice of NSPO is advantageous to the whole optimization of the social developing environments: building democratic atmospheres and optimizing political context; maintaining the fair orders of marketing; maintaining the social ethos and justness, etc.The historical courses of NSPO in our country have clearly proved that the highly effective exertion of the social functions of NSPO depends on certain favorable social environments of public opinions. Scanning the present status of NSPO in our country, it could be concluded that the difficulties of NSPO lie in the lack of a favorable social environment which is useful to the effective practice of NSPO: some incorrect understandings about NSPO still exist; the incomplete legal system, local or section- protectionism and some misgivings of the news media themselves perform the principal obstacles; while the inappropriate intervention from social powers, the unbalance of supervision and the effective supervision of the practice of NSPO have become in present the problems in dire need of being solved to strengthen the NSPO.In the new period, to strengthen and ensure the effects of NSPO, it is necessary to strengthen the construction of social environments of NSPO, to perfect and optimize the social environments of NSPO: strengthening the construction of democracy and legal system to fix the social foundations of NSPO; strengthening the construction of institutions to prevent from the inappropriate intervention from powers; demanding news media to operate according to laws and to win through obstacles to conciliate the space of NSPO; exploiting communicating channels to improve people's enthusiasm to involve themselves into NSPO, etc. Those are the basic meanings of the construction of social environments of NSPO in present. |
