In recent years,public health emergencies have occurred frequently,which has become the focus of online public opinion many times.It has a significant impact on the order of cyberspace and social stability.However,in reality,the government-led network public opinion governance is not effective,which has brought many negative effects,such as the spread of Internet rumors,social emotional panic,and the decline of government credibility.Therefore,the research on the governance of public opinion on public health emergencies urgently needs to be deepened.At the same time,it is worth noting that with the continuous development and innovation of domestic new technologies and new applications,online forums,blogs,etc.have gradually declined,and online social media represented by Weibo and We Chat have quickly become popular,becoming interactive communication and expression of emotions among netizens.The main platform for expressing opinions has also become the birthplace of public opinion on public health emergencies and an important factor influencing the trend of online public opinion.The flourishing and reversal of online public opinion are fully reflected here.However,in this context,the government departments still have many problems that need to be resolved in the process of public opinion management of public health emergencies.For example,the lack of initiative in governance often leads to passive governance after the occurrence of public opinion events;There are certain shortcomings in early warning and public opinion response capabilities,which are criticized by netizens;when faced with public opinion in emergencies,they failed to effectively use social media to carry out public opinion governance;did not integrate online public opinion governance into the daily supervision of the industry and online platforms..This article believes that the existence of these problems is closely related to the insufficient attention paid by government departments to the governance of public opinion on public health emergencies,the inadequate regulation of network public opinion governance,the deviation of government departments' views on political performance,and the urgent need to improve the network literacy of cadre teams.This article uses case analysis and interviews as the main research methods,taking the 2016 Shandong vaccine incident and the 2018 Changchun Changsheng vaccine incident as examples,to analyze the impact of social media on the evolution of public opinion on public health emergencies and public health emergencies The evolution of Internet public opinion,discusses the problems and causes of government public opinion in the management of public health emergencies,and proposes from the aspects of network public opinion early warning,network public opinion guidance,construction of network public opinion emergency mechanism,strengthening of network self-discipline and heterodyne construction,etc.Governance strategy.
