The science and research system of science & research institutes are under reforming period in China. There are several characters in the human resources management. Firstly, there are many professional technicians and the knowledge population is heavy. Secondly, there are many different distributing modes in one unit and there is a separation between actually salary and archive one. Thirdly, the working time depends on season change and there is a different focus in the evaluation of merit & benefit. Lastly, there are many scattered manufactured sites for one unit, so the employers work not in a single site. In order to adapt to the requirement of management information and the modernization, it is urgently to develop a HRMD to supply information integration and share of human resources management in those institutes.The designing principles of the system are applicability, opening, compatibility, integration and security. In order to clarify the hierarchy and conciseness the structure, the designing method is structural systematic design. According to management function, the system is divided into six coral functional modules that are isolated but related in some way. Those are personal management, salary management, welfare management, technical title management, merit & benefit management and training management. According to operating function of the system, there are three assisting functional modules that are system maintenance, database & table management and assisting office. All of the functional modules will be divided into several related sub-function modules. These modules will cooperate and share all of the function.The system design is based on the B/S mode with Web technique. The system is open to all of the functional departments and employers. The system is run with classified management, the users will use it with authorization and fulfill self-service, so as to meet the developing requirement of opening network management inE-century.The system development is a complicated systematic engineer that involves many sectors. The paper discussed the important assignments and systematic application of system design, systems analyze and system design. Under the foundation of abundant investigation and research, the paper fulfilled the requiring analyze of the system, discussed the designing idea, requirement, goal, whole layout and coral functional modules. And it is also studied the running environment, developing environment, security strategy and information integration.The study of the paper is a key important part in the development of HRMD of science & research institutes.
