Population of region as productivity and consumption entity, its quantity , scale, quality, structure, distribute and move the state, have a direct and different influence to regional development, also can play important accelerating or delaying the function of development. During the process of building the well-to-do society, how solve a series of problems which the population development brings to the development of society and economy, such as work age population increasing in a large amount, the pressure on employment increasing; entering the aged society in economy while the economy is still undeveloped; floating population increasing and the people in the countryside entering another distribution among different regions of cities and towns which exert a great influence on traditional social management system of economy and relevant population policy etc., become important problems cared by policymakersThis text use regional population system research approach, carries on proper treatment to the predict model of population development set up by Song Jian, combine the theory of DSS, put some scattered knowledge of population experts in order, set up the DSS. This text put forward a scheme to set up a regional population development DSS to questions. And regard systems of people of Dalian as instance, and base on the data of the fifth census of Dalian, choose population index that policymaker pay close attention to, analyse the regional people current situation and the result of prediction development, and have put forward some rational policy and recommendations.The system especially analyses the development trend of total population, population's structure, aging question of population, cultural educational problem, work resource structure and influence that population flow, etc., and has explained the decision-making process of this system. It gets a very good application result.
