With the putting forward of the digital earth slogan, the forest resources Informationalization have been put into the agenda. But, in our country, the model and method of forest resource information have been under-developed correspondingly, for example, the data cannot been shared, data can not been collected and database can not been set up repeatedly. Base on it, a mass of manpower, financial ability and material resources will be wasted. This conventional model of forest management cannot adapt to the new requirements of macroscopically regulating and controlling. In allusion to these conditions, taking The NingShan county as an example, county forest resource management information system based on Web is studied and explored.The feasibility and necessity of establishing information system are analyzed under the direction of the theory of management information system. On this condition, I studied and designed the integration blueprint of two model (B/S and C/S) that are very popular and data stream model of the information system base on Web. According to all kinds of operation's characteristic in forestry and the masses' requirement to forest resource information, many function modules are designed and implemented by selecting C/S or B/S's structure respectively. Thereinto, B/S model is explored by using VBScript and JavaScript truss, the WEBGIS flat roof is based on MapXtreme developed by Maplnfo Company, C/S model is explored by using OOL-Delphi.In order to meet the demand of different levels, such as the masses, the forestry skeleton units and prefectural decision-making department, the system have many functions: (1) browsing forestry information, forestry repository, discussing questions and questioning forestry information etc. (2) managing forest resource data by all party using different authority, forest information data of sub compartment and compartment logging, indexing, counting, analyzing and timely reporting.The system has some characteristics as follows: (1) Integration two blueprint-B/S and C/S, meeting the demand of different levels. (2) Browsing and indexing the data which have been reported. (3) Centrally managing graphic and attributed data. (4) The interface is on good terms, operating is easy and the cost is low. (5) The information system can be available in all counties.The system is the basis of macroscopically regulating and controlling and is ascendant with the help of Web. All users can share and obtain a series of dynamic forest information data with the change of time that can be served for scientific research. Establishing the system can avoid collecting data repeatedly and setting up database. The system changes the conventional method of information intercommunion in order to make the public obtain the forest resource information by the way of Internet and attach themselves to the comprehending and decision-making of it. In addition, studying the information system can accumulate a lot of experiences on forest resource information management model based on Web.Finally, the paper gives some advice about implementing the information system based on Web.
