Technology of video target detection and tracking is a very important field in modern science and technology. It involves image processing, automatic control and computer application, and so on. It is widely used in civil and military affairs, for example, advance warning, weapon control, video compression by contents segmentation and contents retrieval, and so on. This dissertation discusses realization of the project and relevant theoretical analysis. The main focus is on the hardware design and realization. The hardware unit is typical high speed digital circuit which is the current hot research point. However, the hardware of the system is different from traditional analog or digital circuit. It can be defined SOPC(System On Programmable Chip).The main difference from traditional circuit is that the hardware unit itself can't do anything without the relevant software. But a hardware platform can play a great variety of the functions with different software downloaded. From this meaning, it's of GSOPC (General System On Programmable Chip).Moreover, in this dissertation is developed the layer structure of IT & electronic system which is successful in the system design, debugging, supportting or maintaining. In fact, system design has common characteristic. But it was often covered in diversity or complexity of system. So, system designer usually analyzes the specific system, and remedy the flaw of designed system. Using the layer structure to analyze & solve the problem of the hardware design and realization is good example...
