Following increasingly maturity of the web technology, the two layers structure of client/server has been difficult in adapting to today' s network application technology development because of defects such as the poor flexibility and the large workload of upgrade and maintenance. Browse/Server mode compensates the defects and becomes popular in Web. Many application systems have been coming to adopt B/S mode, the application of the water resources is no exception. Rainfall isoline is one of the typical applications in the water resources. Now, there is few maturity generating isoline applications based on B/S. So it is essential to develop a rainfall isoline system based on WebGIS in order to fulfill actual demand.The research on the rainfall isoline software based on B/S mode includes investigating on the related mathematical methods in drawing isoline, and architecting the isoline software. First, isoline is studied, which includes gridding discrete points, locating the interpolative points and plotting the slippery isoline. Next, combined geographical information system which is good at saving, managing and analogying the geography information with Java which is the best choice on the B/S mode now, a geography information service is implemented on the WebGIS.An example on Flood Control Decision Support System is taken in this thesis, in which the algorithm of rainfall isoline and the implement project are designed.
