The role of Internet in the message communication and the problems along with it were investigated from the demonstration viewpoint in this paper. This study focused on the rise,application and management of the Internet media (IM),especially emphasizing on the requirement of managing the IM,and the importance of well-established laws and statues related to the IM. Thus we can ensure the healthy development of Internet in China and bring advantage to all our people. The IM,which rose not long before and still in developing,has a potential power in the future media world. At the same time,it brings us a lot of new problems. Therefore,it has very strong pertinence and practical meaning to investigate how to manage IM in China.This paper includes five chapters as below:Chapter 1,A review of managing IM in the worldThe main thread of this chapter is the rise and evolution of IM in developed countries. It focused on the process of ignorance to uncontrolled development of Internet at first,but later recognizing the importance of administering the IM in these countries. A belief introduction of Internet management in developed countries was also discussed in this part.Chapter 2,Administering Internet in ChinaIn this part,the laws and statutes related to Internet were unscrambled to explore the strategies for Internet management in China -That include the process from macro general theory to detailed maneuverability,as well as consistent with international laws. At the same time,a Chinese specific management system should be established to find a Chinese specific management route.Chapter 3,Administering Internet media in ChinaThe IM increases very fast in China. At the end of last century,IM have become a powerful new media within several years. It significantly influenced the usual ways that people communicate messages,especially the ways people sending and receiving news. At the same time,it challenges us the existing laws and traditional administration manners about Internet,and brings us many problems. Therefore,we should increase the rational management level to promote the IM healthy growth.The IM administration was explored valuably in China. Three statues related to IM were promulgated at the end of 2000 year,demonstrating the legal administration of IM in China.Chapter 4,The relationship between the IM management and the IM developmentManagement is only method,and development is the objective. When we analysis the problems existing in IM management,we should combine the spirit in the important lecture presented by comrade Jiang Zeming,with the present fact that we are going to enter WTO. We should keep going on liberating our mind and consider the practical problems in our country to deal with all these difficulties. Thus,we can use Internet technology to improve the progress of total society.Conclusion and suggestionScientific administering the IM is not only the request of modern society,but also the guarantee of healthy development of the IM. In our country,the IM has been administered on the legal routine,but a lot of difficulties and competes still exist. Related laws and statues should be established and consisted with other countries. We can get valuable experience from developed countries,and join the international cooperation about the IM. We should consider the non-boundary character of the IM,and also adapt the laws to the practical situation in our country. The IM should be administered systematically by the cooperation of varies related government departments though different supervision levels. Technological management should be strengthened as well as legal management. At the same time,we also should set up excellent professional rules to construct a self-discipline environment in the IM field,which will ensure the healthy,stable and continuable development of the IM. And so,China can more easily be propagated to the world though the IM.
