With the rapid growth of Internet, the demand for network service has gone up quickly. To meet the increasing demands of our local people, we have built a Broadband MAN (Metropolitan-Area Networks) in Changsha city. This network makes up of GSR (Gigabit Switch Router), L3(Layer Three Switch), BAS(Broadband Access Server), L2(Layer Two Switch), DSLAM(Digital Subscriber Line Access Multiplexer) and HFC(Hybrid Fiber Coaxial). There are still lots of problems to be solved in the future in this network, such as network management, network charging, etc. In this paper, we proposed the network architecture and discussed how to implement it.This paper focuses on the user authentication > authorization and accounting in Broadband MAN. We designed an integrated system to meet many special requests in the Broadband MAN. There are two main methods for users to connect to the Broadband MAN. The first one is DHCP (Dynamic Host Configuration Protocol), which is fit for the Ethernet users. The other one is PPPOE (Point-to-point Protocol Over Ethernet), which is fit for ADSL (Asymmetric Digital Subscriber Line) users. We succeeded in the control of the switch ports and the traffic accounting under DHCP mode, and in the user's authentication, authorization and accounting under PPPOE mode.This paper illustrates the structure of the telecom network of Changsha city and the existing problems in the building of the Broadband MAN. This paper points out that the problems on administration and operation restricted the normal development of the Broadband MAN. This paper gives the general design of the administration system in the Broadband MAN. It also explains the detail implementation, such as the modules of the traffic accounting and RADIUS (Remote Authentication Dial In User Service) programs, the control of the layer 2 switch ports, the distribution of IP address, and so on. During the building of the system, we greatly unproved the efficiency of SNMP (Simple Networks Manage Protocol) trap and achieved the access control hi the Broadband MAN.
