Actively promote the safe disposal and utilization of hazardous wastes, establish hazardous waste disposal center, and utilization, realize the hazardous waste reduction, recycling and harmless are important contents of urban environmental security."Kunming hazardous waste disposal center" as the southwest five provinces waste disposal typical demonstration, is the earliest and fastest hazardous waste disposal center in southwest. It was established in February2010and has begun test drives.At present,"Kunming hazardous waste disposal center "has begun to take shape in reduction and harmless, but there has many problem in hazardous waste recycling. On the one hand, the information among waste enterprise, hazardous waste utilization enterprise and hazardous waste disposal center is not clear. There is lack of effective waste information release and communication channels. The utilization of waste resource is low. All of these lead to unnecessary waste disposal and resource waste. On the other hand, there has no effective waste trade supervision platform to supervise the transaction between waste enterprise and proposal enterprise, leads illegal trade.On the basis of the demand of "Kunming hazardous waste disposal center", the author of this paper, developed the "waste resource utilization and trade supervision system "after research and design. There has system analysis, design and development process in this paper.The main work in paper includes:(1) To analyze the business requirements and the process of hazardous waste recycle utilization and trade supervision with system use case.(2) According to the system requirement analysis, in this paper, the system function design and database design was Elaborated, the system function module diagram, the system activity diagram, the system database concept and logic design was given. (3)"The supervision information system for Hazardous waste resources utilization and transaction" with the functions of transaction management, information dissemination and query, the backstage management was completed.(4) The system has been running in "Kunming hazardous waste disposal center", which the information management for Hazardous waste resources utilization and transaction was achieved, the efficiency and the level of utilization and trading regulation for Hazardous waste were Improved.
